骆秉全，首都体育学院原副校长，教授，博士生导师。
多年来从事学校体育、体育经济与产业、体育管理、社会体育等领域的教学和研究工作。发表论文100余篇，出版教材专著如《体育经济学概论》《体育与健康（人教版）》等10多本。享受国务院政府特殊津贴专家，担任教育部全国高等学校体育教学指导委员会理论学科组副组长，教育部全国体育专业学位研究生教育指导委员会委员，教育部本科教学合格评估、审核评估专家，中国高等教育学会体育专业委员会副理事长兼秘书长，世界中医药联合会体育健康分会理事长。

Professor Luo is an expert in school physical education, sports economics, management, and community sports. He has published over 100 academic papers and authored more than 10 textbooks and monographs, including Introduction to Sports Economics and Physical Education and Health (People’s Education Press).
He is a recipient of the State Council Special Allowance and currently serves as Deputy Leader of the Theoretical Discipline Group under the Ministry of Education’s National College Sports Teaching Guidance Committee. He also sits on national steering committees for sports graduate and undergraduate education.
Professor Luo holds leadership roles as Vice Chairman and Secretary-General of the Sports Committee of the Chinese Higher Education Society and Chairman of the Sports and Health Branch of the World Federation of Chinese Medicine Societies.
