全海英，辽宁师范大学体育学院院长，教授，博士生导师。
辽宁省学术头雁，辽宁省普通高校本科教学名师，辽宁省普通高校优秀青年骨干教师，列入“高校杰出青年学者成长计划”人选。获批国家社科基金两项，国家体育总局、省社科及教育科学规划等十余项课题；获批国家级一流本科课程；获辽宁省政府二等奖，大连市政府一等奖等奖项；发表论文五十余篇。兼任辽宁省体育科学学会副理事长，国际华人体育与健康学会中国东北分会副主席。

Professor Quan is a recognized academic leader in Liaoning Province, honored as an Excellent Undergraduate Teaching Faculty Member and an Outstanding Young Core Teacher. She is a selected scholar under the “Growth Plan for Outstanding Young Scholars in Higher Education.”
She has led two National Social Science Foundation projects and over ten others supported by the General Administration of Sport of China and provincial education bodies. Her teaching achievements include a national First-Class Undergraduate Course and awards from the Liaoning Provincial and Dalian Municipal Governments.
With over 50 academic publications, she also serves as Vice President of the Liaoning Sports Science Society and Vice Chairman of the Northeast China Branch of the International Chinese Society for Physical Education and Health.
